How to I keep my hair blonde in the winter?

My hair is almost white in the summer, but in the winter the color fades out and it turns just regular yellow. and when I comb it each morning, a lot of hair gets on my comb and I wad it up and throw it out. I also find my hairs in the shower and on the floor. I use conditioner in the shower and it still breaks. I know it breaks cuz the hair I find is like 6-8 inches long when my hair is 11-13 inches.
